Commercial Change of Use Permits in Ontario
A commercial change of use permit is required when an existing building, or part of a building, is proposed to be used for a different occupancy classification than originally approved. This commonly occurs when a space is converted to a new commercial use — such as retail to restaurant, warehouse to office, or office to medical clinic — and is regulated by municipal zoning bylaws and the Ontario Building Code (OBC).
A change of use permit may be required even when no construction is proposed. In these cases, existing building systems and life-safety provisions must be reviewed against the requirements of the new occupancy, including fire separations, exiting, fire protection systems, occupant load, and barrier-free access.
